Indeed it's there to protect the electronics from moisture / any contaminants... it's not "goo" it's more like GLUE. It should be pretty firm to the touch... and it's there for a purpose.

Yup its called potting compound. Its to keep water out of the electronics. Doesn't mean something isn't burnt out in there but it is normal "goo". You typically need to dig it out if you need to do a repair on the electronics part - it's chemical resistant for a reason
