is it worth $400

I found a 76 280 for sale I dont want the car it has alot of rust but good parts. I need the motor I did a comp. test and it was 150psi all 6 cyls would that indicate a healthy motor it ran but a little rough and all the emission controls have been removed

Indeed! You can part out the rest & make back extra $$$ for your project. Try haggling them down a titch more first tho.

my main concern is the motor, is 150psi high enough

That is good as long as there isn't any oil on the plugs or in the tailpipe. Stick your finger it and if it comes out greasy beware of worn out oil rings. Run it at fast idle and listen for any knocks. A rough idle can be a burned valve so you really need to do a leak down test to be sure.

the same day I did the comp. test I had it running and later that day when I pulled the plugs they had a nice brown color and where dry

A burned valve = low compression

Sounds like a great deal, if you get the pink for the car... part out the reat
