electrical problems on my 1990 z32

hi! so I have a very rear electrical problem with my z32, so when I turn on my headlights they don't change from hi beam to low beam it only works on hi beam and it doesn't matter if I turn the hi beam switch it always stay in hi beam also besides that I don't have cluster light and neither running lights on the back, the only time I can have low beam and cluster lights is when I press the brake pedal which is really weird but anyways, this problem starts when I was putting my turn signals on a new bumper and I accidentally short the circuit by trying to clean the connector with a screwdriver when the headlights when on, I heard a pop from a fuse probably and I checked the fuses and there was one blown and I replaced it and nothing changed.

thanks. Michael
