Water block on intake manifold

The water block that sits under the air regulator...what purpose does this serve, and can I eliminate it altogether? The only thing I can come up with is that it may have something to do with the fuel rail blower, but that's just a shot in the dark.

It has nothing to do w/ the fuel rail blower, and yes it can be removed / bypassed.

Thank you...it's now out of there.

I am in the middle of pulling the fuel rail off. I have a leaky hose (it was saturated from top to bottom), so I am going to replace them all...I may even go ahead and replace the fuel rail while it's off. Additionally, all of the contacts were a lovely shade of green...
