A N42 block with a P90 is going to lower the SCR to 7.4:1 - that's kind of going the wrong direction for 'N/A performance.'
If it's a F54 block the P79 is incredibly similar to the P90 and you're not going to notice anything performance wise.
I threw a KA TB on my black car upside down, and connected it directly to the pedal with throttle cable. The plate never hit the intake manifold, but I ended up port matching it later because the 'barely open' throttle response was really choppy.

I don't know what block/head combination I have. It's an 81 Non-Turbo.
220hp on $200 is unrealistic, yes, but that's just my starting point. I'm limited by bills/student loans for the next year or so and it will slowly go up as I pay more things off.
I know it's going to take awhile to get where I want to be but I don't mind taking the time, as I'm sure I'll learn a fair bit as I go.
So, to clarify, as it was not stated in the initial post, I want to know the best bang:buck mods for an 81 L28.

Hey man, I'm in the same situation as you. I have one year of school left and I'm modding the Z with an extra job
I also have a N/A motor out of a 81 car, It's a Flat Top F54 and P79. 8.5:1 SCR stock, I am running a 1mm HG and now it's 8.7:1.
I saved up for several months and got a turbo setup off of a 280ZXT, and got MSI V3.0.
I've been collecting parts for a turbo swap since last December, and finally got around to putting them on in June.
My advice would be to get a poly bushing kit, then new struts and springs [I'm running Tokico 185/200s and HPs and I love it] and then start piecing together a turbo or V8 swap.
Unfortunately the L28 just doesn't really make much power without Forced Induction or a crap ton of money.
I was running headers with an open exhaust - it was loud and wasn't adding any power, it got old quick.

He's already stated he doesn't want to turbo the car if he doesn't have to.
220fwhp (at the flywheel) is alot easier than 220whp, and with only bolt-on mods to your car, you're only looking at getting about 150whp at the absolute max. I got my car dynoed last year (running on all 6 ) and it made a ground stomping 113whp and 145ft/lbs.
I personally am looking for anywhere from 210whp and beyond with the motor I'm building right now, and it's going to have ALOT of work in it (just to probably not even break 200 )

Honestly I think the only valid reason to keep the N/A L28 is if you are racing in a very specific class and have to have the stock motor.
Modified Honders are going to be making a fool of you if you try to make your N/A 280ZX fast.

that's why you build the car for what you like, not for what others think about you... exactly why I'm going to build my motor for NA power, because I like the powerband, and the sound better (a helluvalot better than diesel sounding turbo L6's...)
