Eibach Springs and Tokico Shocks

Have a question about installing new Tokico struts. Instructions talk about pouring oil 1.5" from top of strut housing to creat oil bath before installing the gland nut. Not sure what this means?
Will be installing Eibach lowering spring kit at same time.

Add half a cup (about 150 ml) of oil into the strut assembly to help transfer heat out of the strut while driving down the road.
