Thats beat. For starters check all your fuses. Check the Fusible Links to. They all have to be good for the car to start. Check your battery. Check the terminals. Call me in the morning.

WD-40 on the belts?????? You might as well start cleaning that off.

if you spray wd-40 on your belts, they will all slip on your pulleys, therefore most likely just your main pulley will be moving

Odd that only the high beams work. Nothing else?!? No cabin lights, no radio, no clock,...nothing? When you try to start it, does it turn over at all? if not, can you hear the starter solenoid click?

WD-40 isn't for belts. Whoever told you to do that, please slap them. If you thought of it on your own, please slap yourself. Squealing belts will stop squealing by using WD-40, but it's not fixing the problem. Go to your local auto parts store and pick up a belt dressing. You may need to spray a degreaser on the belts to remove the WD-40. If not, then it will attract more dirt and it will cause thhem to squeal worse.

I wonder if a lot of WD-40 in the alternator/regulator area might cause some kind of short. Or, maybe the alt isn't turning any more and the regulator is going "hmmmm, this isn't right".

when only your high beams work that means there is some kind of short in your system. Check your fusible links, and your fuses. as far as belt noise goes get some belt dressing or roll your sleeves up and tighten them up

the fuse box is under the footrest on the left side of the driver side. there should be some screws in the very back left, on the plastic cover, and some on the plastic railing on the bottom of the door sill to take out.

It's not a valve. The noise you hear is probably just a vibration. If it was a valve, thhen you'd notice a decrease in performance. Try to isolate the sound.

Your ears. You just need to listen for it. With the engine running, listen to different places in the engine compartment. Once you've located the area where the noise is coming from, try applying pressure to different surfaces. You may be able to find what came loose, or what is rubbing where it shouldn't be.

What makes you think it's the valve springs? Valve springs don't make any noise. A valve spring is just a spring that closes an intake or exhaust valve. You don't adjust valves in these cars. It's a major job to change the valves and the springs. I've never changed them and never heard of anyone needing to have them changed unless they snapped a timing belt. I've never even seen a write-up on how you're supposed to do it. You said that you only hear it at 2000 RPM. It it was a valve issue, you'd most likely hear it at higher RPM's.
