High Nox 95 TT can’t pass smog
Hey guys I need help figuring out what to do next
95 TT failed smog for high nox at 15 MPH but passes at 25 MPH, EGR valve is good, no vacuum leaks and timing was correct. I changed one cat with an aftermarket Walker, and it still failed, there’s 3 more including the precats which seem to be unobtanium in California.
any ideas on what to do next?

Move to a state where you can still drive a 30 year old car. Trying to get such an old car to pass smog in CA is very difficult if sometimes impossible. They don't want your old car there. Here in Florida, they don't even inspect cars, never mind emissions. No problem with my 85 and 93 Z here.
