That's exactly how I fixed my headlight issue.
My problem was that the driver's side low beam was the only one that worked. While the passenger side high beam was the one one that worked when selected to high beam. I had to bend two of the "arms" to fix my issue. For some reason the "rubber" actuating plungers are not lifting straight up. They're more or less at an angle. But everything is working as it should for now.
