Oil filter thread pipe

If you want to keep the threaded pipe, get 2 nuts the same size as the thread, tighten them against each other on the pipe, and unbolt it.
If you don't need it, clamp on the vice grips & loosen it out.
If you don't need it, clamp on the vice grips & loosen it out.
