rebuild rotating mass spin freely?

How freely does fully rebuild short block spin? crank rods mains pistons rings everything torqued to spec? i have a 1/2 breaker bar about 18'' on the crank nut and she turns with not to much strength

18" breaker bar would do that...

As long as the bearing caps are within spec (checked w/ plastigage), and the rings properly gapped, it's fine.
