Make sure that the star wheel thingy is well greesed and cleaned. Sometimes I have found that if this particular part isn't well lubed it will cause it to not grab and turn. So, first thing I would do if you haven't allready is to clean and lube.

I know that you do not want to hear this, but given the age of the car, I would order a New Hardware Kit, Cylinders, Rear Adjusters and Shoes. Then I would get busy! You might be able to disassemble the Adjusters and reuse as long as there is not a groove worn in the Adjuster. You can un-screw these assemblies and clean with a solvent of some kind and then re-lube with some high temp grease. Re-Assemble and adjust the Rear Wheel until you get appropriate drag on the Drum. Email me if you have questions.
