Well, the jdm front clip would be more appealing if it was '99 or newer. The hot style right now is the newer '99 jdm front fascia.
Can you get the stand-alone engine with the wiring harness and the ECU? If not, then I'd say go with the front clip. If that's all included then I'd say go with the motor only. If you have an engine stand, take some time and mod the motor while it's outta the car. No rush to put it in right away, right? Besides, if you go that route, you're still gonna need the IC, larger radiator, tt tranny, and so on.
If you go the front clip route, I still say wait until you can mod the engine more. Like I always say, it'll be easier to do with the engine out of the car and with the clip you'll have everything you'll need to run 'right outta the box'. But upgrading certain parts will be more difficult later.
I'd rather mod first and still have a running car, then do swap, have down time without the car, upgrade later and have more down time w/o the car again.
Up to you, cuz ultimately it's always your decision.
