A roto hammer? Hopefully you have access to a power outlet... and hopefully they don't hear you going at it for a few hours.
I have an idea, why not tap on a couple sockets, attach a ratchet, and remove them?

Just center it on the lug, set the drill to rotate in the counter clockwise direction and hammer away. Without a rotohammer you might be able to remove it just using a good chisel and a hammer digging it into the outside edge and driving it off slowly. It really shouldn't be too tight since usually that style key slips out before you can get them too tight.
I tried a cold chisel and a 2lb sledge at first on mine just as you described but it put dents in the chisel and didn't hardly even mar the lock nut.
To the other guy looking to get his nuts off
do you have a tape measurer or a ruler or something you can measure with...if so, measure your nuts
from outer edge to outer edge and proceed to a local pawn shop, most pawn shops have bens of loose sockets that you can buy cheap. While you are there see if the have a cheap short handle sledge they will sell you cheap and never pay what they say, chew them down a bit.
