hi, i just bought a 91 twin turbo with a seized turbo. the previos owner said he replaced the passenger but not the driver turbo(still seized). but the is no boost at all not even 1 psi. could the turbo be it? what else should i look at?

Having zero boost could be from a few different things, but my first thought...

Change the bad turbo before you do anything else. Then...

Are you positive its not making boost? Check it with a 2nd gauge to be sure. Maybe the gauge is faulty.

Once you verify its making no boost at all start checking everything for proper operation. Make sure the wastegates aren't stuck open. Make sure all the intake and charge pipe connections are super tight. ETC...
