Brake Fuse Blowing

Brake Fuse Blowing
92 NA. My brake fuse keeps blowing the instant I depress the pedal.. I've check the switch at the pedal, disconnected the harnes in two locations at the rear to remove the bulbs from the circuit and the fuse is still blowing.
