Turn signal problems and blinking light ECU

So I have just recently purchased a "project" 1986 300zx turbo MT. Neither of the turn signals work. So here is everything I know so far.

Hazards work
Turn signal switch will "set" and then return to original position after the turn.
I have check all the fuses they are all good.
headlights on that switch work as do brights.

That is about it for now, I have read of a possible turn signal relay but I cannot find said relay, and I looked here for fuse and relay locations and there is no mention of a turn signal relay. I know I can replace the turn signal switch but if there is a relay I would imagine it's a little cheaper to try first.

Any suggestions?

Also the cover/panel for where the ECU goes is missing so I can see the ECU all the time. At night (I assume during the day to, just easier to see at night) I can see a flashing light on the ECU.. is that "normal" how do I go about "pulling codes" from the ECU on this car.

I didn't want to create multiple threads but if that is the preferred method I can separate this post..

thanks for any help.
