This site Short Shifter - Nismo Solid Shift - Nissan Skyline R32 GTR / GTS-4, R33 GTR / GTS-4, R34 25GT-4 & Stagea WC34 260RS / RS-Four (NSM-32839-RN595) seems to think that it would not fit. Left column shows parts available for '88-'89 Z31s and shows no shifters.
There are short shifters that fit the Z31 turbos and there have been lots of write ups here about them. Also searchable on the net
Check out ISIS and Kenjuku to start... go to ISIS Performance Short Throw Shifter V2 - Nissan 240sx 89-98 - Enjuku Racing Parts, LLC and read down. You see that it fits the 300ZX.
