Head lights going up & down

that is a fairly complicated circuit involving some limit switches so it may not just be cleaning the switch. Take the schematic from the FSM down to kinkos and have them blow it up to 11x17. Much easier to read unless you are a keen eyed twentysomething.

I do not know if this is the issue...I replaced the digital dash and had to pull the entire dash.
I do not know if this problem was existent before I pulled the dash. car has been pretty much parked for a while. I checked the fuses and they look good. Also checked one relay and it checks out.
Perhaps when I put the steering wheel back together, I missed something..I do not think I did..when I use the switch to turn the head lights up, they remain up. But when I use the left blinker switch to turn on the lights..they do not go on..neither do the side marker. Flashers work.
Any suggestions?

But to all interested; the symptom of the cable not being fully seated is:
Head lights pop up and down repeatedly. When the lights go up using the switch, they do not turn on..nor do the side markers.
