emergency brakes

I recently replaced my rear rotors and pads on my 86 turbo......however when i pull the ebrake all the way, it doesnt grip fully and the car slowly moves. Ive adjusted the rear adjuster to the max......is there another way to adjust? Is it possible that the stock rear brake pads or rotors come in different widths and thus leaving a bigger gap on the rear brakes? Prior to the replacement, the ebrake worked fine or at least it locked the brakes. Is there a way to adjust it from the hand brake lever?

There's a cable adjustment under the car that can be adjusted to take some slack out. It's located near the differential.
