My guess is you still have electrical problems. Probably another ground, or the same ground. From you description, I would say you are not getting enough voltage to the starter still. Is the battery charged? Is the bad ground you found, clean and tight?
Otherwise, I agree, you can eliminate the engine by turning it over by hand: With the spark plugs out, Put a socket on the bolt, inside the lower pulley, off the end of the crankshaft. Turn that with a ratchet, clockwise. You should be able to turn the crankshaft over with a one foot ratchet or bigger. You should hear "Whoosh Whoosh". If you can do that a few revolutions, and not hear any metal to metal noise you should be fine as far as the engine goes.

And yes the battery was charged and the negative is tight now but when turning it will it be easy to turn or do I need some elbow grease

a tad bit of elbow grease, it wont be too hard. when pushing it will be harder then easier as the cylinders come around. if it stops and wont go or can only go backwards a bit the engine is screwed. its possible the starter is frozen with rust, while someone turns the key give it a few swift but not hard whacks with a hammer. even take the starter out and place it in a vise and use jumper cables to test it.

Bad news and good news
Bad: that bastered wasn't cranking we even put wd40

Good: found a 280zx with running motor (l28et) for 800

I also tryed the wire to starter to the positive of the battery the starter would start but the engine wouldent turn over

when you say the "starter would start", do you mean that the starter is just making a clicking noise or is the starter actually turning the motor?

well if your battery isn't fully charged, its just going to "click" if your car ran before the flood i cant see how your motor would seize. you want to be able to turn your engine with your starter and like nismo said to get any water out of your cylinders.. so before you go and start trying to turn the motor by hand, see if you can turn it with the starter..

Charged it and it did nothing made the same noise as when I try to start it with the key

did you try starting it through the starter by jumping the terminals on the starters solenoid?

I think that's what I did I ran a wire from the positive to the the starter where the wire is hooked up too but Im a noob so I don't realy understand what your trying to say

That is good news. Buy the turbo car and stop messing with what you've got now - you're doing the work twice. Make sure your battery and cables are good first though!

Yeah got him down to 600 he says it turns over it just need good gas and a oil change how would I find out if it dose work?
