FSM Air Temp Sensor Test.

Ok so I got the AFM for the 82' 280ZX from carfiche.com, and I've been suspecting that my cold running issue is from the Air Temp Sensor. Anyway in the FSM it shows 68* or above will be below 2.9 Ohms, and if it's below 68* that the reading should be 2.1 Ohms or above. Now does that mean that your readings should be between 2.1 and 2.9 Ohms? Or does it mean that as it's hotter that the reading will be fine as long as it is below 2.9 Ohms? Because it's warmer than 68* out in the garage but I wasn't even getting a reading of 2.0 Ohms. I was around 1.8 or 1.9 something. Would this mean the air temp sensor is bad?
