OK pretend the bumper doesn't exist..... any idea what air dam this is or is it custom?

anyways, it looks somewhat similar to this offering from MSA:

 

I'm going to say that is custom. It looks to be molded into the headlight buckets. Without a full size pic, we're limited on detail.

Imma haveta disagree with ya... the only thing remotely alike is the bottom valance, which is still quite different.

But Nismo, I did say "somewhat similar" lol anyways, you can tell alot of custom work went into that lip, as it is molded into the headlight buckets and whatnot. The OP could start with that lip and just fiberglass it to his satisfaction. (I guess that would make it custom though... lol)

 

Apparently its a Kaemi..... get rid of that hideous bumper and it looks great!
