I have not heard of that item before. is that the fuel pressure regulator?
I don't remember seeing any adjustment at all on the pressure reg. Or are you talking about the Air Flow Meter in front of the throttle body? You can adjust that. I'll mess with your richness at low and midrange rpms mostly. You'll still have a max limit at high rpms with your pressure regulator and stock injectors.

He's talking about the fuel damper right next to the fuel pump near the gas tank. I believe it controls the volume of fuel that goes up to the engine.

I don't think a fuel dampner has any adjustment to it.
A fuel pressure regulator maybe but not the dampner.
The fuel dampner does just that, dampens the fuel. It dampens the pulses sent out by the fuel pump to a managable level for the pressure regulator.

That damper really doesn't serve a purpose; the pulses from the pump are so close that a fluctuation isn't even measurable. I checked it with a pressure guage: even whan the engine isn't on and drawing fuel, there are no pulses. The old owner took the damper off, he just thought it was a restriction
Those things can get clogged, though. Gotta watch out for that.
