wheel offset safety question

Arrow wheel offset safety question

So im talking to some guy right now about dealing with a pair of rikens. they are 15x6 with 0 offset! The problem is that they are 4x100! Okay well i have spacers from using my rims right now. My spacers are for 4x100 rims with a 35mm offset. My question is, is it safe to use the rikens with the spacers, considering it will be 35mms out? Please help me asap, beacuse this guy needs me to get back to him

At 35mm out, wouldn't your tires rub your fenders?
