I would start with the wiring and make sure nothing is cut and grounding out, but BleachZee can probably help you out with this one.

My dash and parking lights flick off while im driving some times. A couple flips of the headlight switch usually bring them back on tho. One thing to be carful about tho, when dash lights and parking lights go out the tail lights go out too.

What about when the dash lights are on but the speedo and gas gauge go out does that affect the brake lights? I can't get mine to do it while I am in the shop only when I am driving.

Im not sure about that. When dash lights go out its the tail lights that dont work, your brake lights should still work fine. Thats how my car is atleast. Its not a problem unless you are driving at night.
