Running too rich...

Running too rich...
i smogged my 79 280zx today... everything passed except for the fact that it is running too much fuel from 15MPH to 25MPH.... that's weird, cause i have cold start problems... i have to give it a little gas to start it up.... anyone know why i'm running too rich?
