Body filler is for the outside body panels to get the surface / body lines correct. For floor pans you just use hammers and dollies (and various other objects) to recreate the needed floorpan contour. You can rivet them in place, then weld. Clean, prime, and coat with rock guard / undercoat.

Rust hole repairs
Thanks, Nismo! Gotta do this behind driver's seat in my 86NA. It never leaks up from below even during heavy rain driving but you can see the rusty pan parts from the side. Turns buyer's off. Figure I'll have to remove the seat to pull the carpet back and put the patch metal in. Riveting should work.
Don't think I can do anything with the rust under the tool kit block. It's a holey mess I patched temporarily with filler and glass fabric but the relay lever for the rear hatch/fuel door latch is rusted and there's not enough steel left under it to grab the screws for a replacement. Guess the only way to repair that is to cut out the floor plate and weld in a replacement floor section from a recycler.

Always consider using some "panel bond adhesive" for metal repairs. It is easy to use and does not require welding and can be just as strong or stronger than welding. Does not allow for corrosion on the backside like welded panels. Here is some that can be used with a standard caulking gun, where some panel bond requires a special dispensing tool.
