fuel pump relay issues.

fuel pump relay issues.

ok, so the PO of my sisters TT killed the FPCU and hard wired the fuel pump to be at 100% whenever the ignition is on. No big deal, so I replace the two wires that where cut, plug a known working FPCU out of a q45 (same as the TT) and I got nothing. So I traced it down to the relay, everything works when I ground out the relay, so I go to the ECU pin for the relay and ground it out there and it works. Is there anything I could have missed that would cause it to not ground?

I have cracked open 12 q45 FPCU's and they are the exact same, down to the coloring of the resistors.
