Don't have all the answers to your questions.
This is typical ballpark cost I have found for J-Spec HID (link below, price per side)

As far as I know the side skirts are only for 2+2s

From what I've been told, that's correct. You'd have to adapt them to fit, and you know how well that would turn out.

The HID's will run from $1550-$1600 no matter where you get them and as they're so high a lot of places don't stock them and an order can take up to 3 months to get them. Wired properly you can get around using the relays they call for. Or you can wire them like I did and on high beam the low stays on with them. Slightly illegal though.

Not to be a smart *** but because it is illegal. It's different from state to state, has something to do with having all four lights on at the same time. The only time I've ran into a problem was in Oklahoma City and I was driving my 240sx w/ lows and the fog lights on. Got a warning and later looked it up on line in the Oklahoma Motor Vechicle laws and they have a law about having 4 lights on at once even if it's just fog or driving lights. Guess it depends on who stops you on it because I'd run like that through there for years with them on like that. Think it's just an excuse to stop and check you out sometimes. Been cross country in the 240 a lot of times and always had the lows and fogs on and never had a problem before that.
Yeah it makes a difference with all four on they are bright as hell.
