continuous power to injectors

continuous power to injectors
I have continuous power to all injectors, even when the key is out of the ignition, EFI relay and ECU is completely unplugged and even when the fusible link to the battery is pulled.
The only time I can interrupt power is when the fusible link to the injectors is pulled.
I'm thinking the problem is in the fusible link box??
