If it starts with starting fluid, you DON'T have fuel... The injectors aren't spraying either because they aren't getting power or there's no fuel pressure.
So... what have you checked? How do you know you "have fuel" ?

Well I went and bought a new fuel pump and filter because at first I couldn’t hear that but now I do and I took out the tank to clean it out put it back in and I took off the tubes connected to the fuel filter and fuel was coming out but the car still doesn’t start...

More history needed. If the car has sat for more than 2 years the injectors are lickly frozen. Take a 9v battery and hook up a small lead to each injector and make sure you hear it clicking ( your checking to see if the coils are stuck).
