85 300zx digital gauge cluster problem

85 300zx digital gauge cluster problem
have an 85 300zx turbo all digital gauges light up except
remaining gallons counter.the fuel gauge,water temp,oil press and amp meter
all are lit but dont move up or down, is this a circuit board or power supply
problem? any help would be great.
