POV. Is it harmful to a VG30ET when.......
the intake pressure is being regulated (or released) by an HKS POV and
not limited by the adjustment of the boost controller ? The variance
between my to adjustments is very close. 10.5 to 11 PSI on my
controller and 12 to 12.5 on my POV. I'm concerned that if for any
reason my controller spikes above 11 PSI, and the POV takes over,
I don't want to harm my engine. I don't want to adjust my POV
to exceed pressures above 12.5.

You should be fine at those settings. Your POV is just a safety net and it sounds like thats the way you have it set up. If you had the boost set higher than the POV so that it was continuously venting excess boost then you might have problems later on from overworking your turbo.
