So, the machinist is ready to start putting the block together again, but he needs me to get... oil bypass valve...
I can't find this part and I was wondering if maybe it has a different name.

Yeah, that's pretty much it.
No, their vendors don't have many ZX block parts. They coudn't even find the pistons, but that's ok I'm getting piston sets from Black Dragon Auto.
Sad thing is, I don't even know how that thing looks like.

If it's the filter bypass you can ask him to tap it and plug it. Honestly, do you plan to run the same filter for so long that it becomes clogged? Cause thats the reason it's there: to bypass the filter when it becomes clogged up (for whatever reason).

Theres an oil bypass valve in the block right where the oil filter screws on (with the filter installed you cant see the valve). This is meant so that if the pressure gets too high (from say, a clogged oil filter) the valve will open and bypass the filter. You can remove the valve assembly and have the hole tapped and then install a plug. The only time this valve actuates is when the filter clogs and is unable to pass oil. But as long as you do regular filter changes then it's a non-issue.
In your case I'd go which ever route end up being cheaper.
