can the 1981 280zx turbo motor resist 9 or 10 lbs of boost with out blow of valve or inter-cooler thanks.

Yes but you really should search the forums here and elsewhere about what the safe limits are, etc. You are ramming hot air through a J-Pipe into the engine and at 10 PSI you are getting to be on the very limit. Make sure you are running at least 91 octane as well. The motor probably doesn't give a crap if you are using a BOV but your turbo sure will.... but then again your motor isn't going to be impressed that you decided not to use an intercooler. The are so friggin cheap now it's stupid not to put one on. Make sure if you are using the stock setup that you recirc the BOV so you don't have unmetered air.

buy an intercooler, boost 25lbs daily in a year you blow the motor then fully build it like i am currentyl
