P/S pump leak
Well, P/S pumps tend to stand at 80 to 100 psi without a problem. If you are spinning the steering wheel back and forth a few times, they can get up to 800 psi or higher. I don't know how you would test a unit without faking the actual pressure - and how do you do that with the P/S unit off the car? Would take a special lab set up, I guess. Not easy.
I think if you check the performance on the car you pulled it from (you would see signs of previous leaks around the joints/gaskets), you might have a shot at spotting a leaking unit.
What is the mileage on the unit? They don't fail that often, either. If you can get a performance warranty from the people who sold you the part? Very cool!
