No fuel pressure

Ok so i bought a 1980 280zx with a fuel cell in it because the owner was to lazy to clean the OEM one. So the problem is the car wont start i hear the fuel pump but i feel no pressure in the fuel hose. Also i heard if the TB boot has a hole the car wont start but i fixed that. And i would like to know how to check the fuel pressure regulator with out the device to check for pressure. And also would the fuel pump cause this

Is there fuel in the fuel cell? Enough to supply fuel to the pick up?

To check for fuel, pull the line at the fuel rail (from the fuel filter) and hold it in a can while someone cranks / cycles the ignition to ON. There should be a steady flow of fuel. Also check for spark at all cylinders.

Should be ~35psi. Sounds like a dead fuel pressure regulator.

Well you can verify that it is the fuel pressure regulator by clamping off the return line and watching the fuel pressure. If it jumps up, you know it's the fpr that isn't holding pressure. If it still stays low, then the pump isn't working properly, isn't getting enough voltage, or you have no fuel in the tank.

Dunno... link?

FricFrac sells Z specific kits (thus the reason he said it).
