I dunno about the "cheap" part. Non-turbo, faded paint, 2+2... on the plus side, it doesn't look like it has any rust holes on the front or right side. 
I'd offer $500 if they have the title.

digital dash should be on 1983 only. That guy lists it as 1982.
Prices vary a lot around where I live but people asking too much just never sell them. There are non-running, dented, rusty non-turbo 280ZX's for $600-1000 that have been for sale for a year. ha!
