83 power steering rack rebuild question

83 power steering rack rebuild question
Hey everyone,
1983 280zx power steering rack
got it all apart and 90% done, my question is on the steer shaft inside the rack
there is 4 nylon sealing rings with o-rings under them,
I put new o rings under and new nylon but now they sit way to tall and wont
go back together,
think I need the o ring?
Ive tried using various hose clamps and the likes for 24 periods on each one,
they have shrunk back to original size but just still too tall
any thoughts?
