1983ZX vacuum issues

1983ZX vacuum issues
My air conditioning blows under the dash instead of through the dash vents. It seems like a vacuum issue but I need some advice on where to start. I checked the vacuum connections and they seem to be tight.

Yes, the vent ports utilize vacuum to open. The system defaults to floor & defrost when there is no vacuum. There should be 1 vacuum line from the vacuum tank by the engine bay light if you have manual controls, 2 lines if you have auto climate control.
