See if you can get it freed up, then hook it up to something, and watch the paint burn off.

I suggest not touching it like L-Dub said. Last thing you need to do is damage, remove, or alter the evidence. Wait till the dispute is over before working on it. The guy might want it back to settle the claim against him... if it's fixed and on your car, you have no valid claim. Just an FYI.

oh yeah ^^^^ duh. lol. but if it was just the paint holding it in and the turbo was actually fine, could re-solve the dispute right there.

they way i see it is if some douche re-painted it (hopefully with high temp paint) and didnt mask it off so it basicly glued everything together there could be alot of other things wrong with it

or you could be lucky and there may not be a lot wrong with it. Might just need some hot exhaust going through it at low rpm for a while to burn off the paint inside.... maybe...

but get it to spin a little by hand before installing it if that is the direction you plan to go

and it should spin very freely though if you can get it to break free. if it has a scraping feeling resistance like metal on metal then its no good.

Looking at all of the feedback on that seller, I would almost bet it's just paint keeping it from turning freely. To me the seller seems pretty honest. Out of over 2400 items sold, he only had 10 negative feedbacks, and several of those were either left for the wrong seller (totally different item listed) or people whining because a sample picture shows multiple items (like 4 seals) sold as a kit which only required 2 of the seals. Broken bolts (which could easily have been broken by the buyer upon attempted installation), and one for stripped out threads, which also could have been done by the buyer, and people complaining they never got the parts (which he claims they never paid for). Still doesn't explain why the wastegate lever is backwards and disconnected though lol.

well if he fixes it you will more than likely loose your despute on paypal. but yeah sounds like the turbo is trashed if it wont spin freely. does it feel like metal on metal friction???

yeah. but they arent like ball bearings, so a rebuild would still be needed.

just ask him to refund to settle this and you'll ship it back. and then find yourself a new turbo. i got my entier turbo setup for 250 plus some parts. if he says no, leave the dispute open and rebuild and w/e happens happens.

I'd think it would take a little more than a small can of compressed air to spin the turbo, but then again I could be wrong. If it spins with some oil and such running through it you might be ok. When it was spinning was it spinning smoothly? Any odd noises, was the turbine moving around? Was it hitting the housing or anything, it may be ok, but if you do keep it, switch the wastegate actuator around.
