plastic and vinyl-paint stripping

So picked up a used rear bumper for the 79 and it has aftermarket bumper coating on the bumper cover-any way to remove it without damaging the plastic? been hearing things like nail polish remover, or LR10? any ideas?
Also safe way to remove paint from our interior plastics and vinyl?
would imagine they might be the same product for both
