Can there be a short on the IGNITION side? PLEASE HELP ME!!!

I am trying to diagnose a no start condition on my 79 280zx, At the ignition module, the brown lead (as per instructions in the Haynes manual) is supposed to read between 11.6-12.4 Volts with the key in the ON position. I read 11.24 volts. The battery is fine and has a charge. I took my ohmmeter and (with the IGN off) connected it to the + terminal on the coil, and connected the other side to the - battery cable. Although fluctuating, I read around 22.4 ohms. As a precation, I disconnected the condenser so there is no way to ground other than a short. Can one of you guys try this and tell me what you read? I checked most all the wiring and I can't trace a short. I'm going to replace the relay and see if that brings up the voltage to the coil.

I really appreciate your help and what you are doing,
