wow. none of those exhaust are for a turbo. way to know your stuff.
find a new hks unit. order that.
rare piece. still in great shape for being an hks.
if you want a loud 3" then look elsewhere.

its just surface corrosion. which all hks exhaust of the period did in about a week.

Just looks like a stock rusting turbo exhaust to me but I could be wrong.
