what are the rack boots and what are they for?

Steering rack boots??

Just guesing thats what your refering to.
If so they are to protect the shafts and seals on the steering rack so road gunk and stuff does not cause them to fail premeturely.

yea i took my car to the Z shop in miami, and the owner said both of my rack boots are broken, how bad is that, and how long do u think it can wait?

I would change then asap. If you were to get dirt in them it will scarr the shafts then tear up th seals causing you to replace the stearing rack!
