i have a 94 convertible automatic NA 103k mi.. running down the center of the engine theres two throttle cables that "T" at a rotating bar that runs to the air intakes.. the gas pedal was very stiff to press so I cleaned the cables, springs, and bar... while doing so i noticed that one (passenger side) cable doesnt move.. when the pedal is pressed the drivers side cable moves freely and while its pressed the pass. side cable can be moved by hand but does nothing on its own... in the pic the lower cable moves freely with the pedal.. the upper does nothing

Cruise control , it moves when you enable cruise control
