Whistle noise while driving

When I drive I hear a whistle noise in my front tire. It starts making the whistle noise after 25mph I replace my control arm my stabilizer is bent

Does this mean that you've already replaced the control arm, but your stabilizer is bent? If so why not replace the stabilizer? And also by stabilizer do you mean tension rod? pic
