My dashboard windshield wiper icon is ON

So yesterday I noticed that this light (located on the bottom right corner of my driver side dashboard) was on. I checked the windshield washer reservoir and noticed it was low (but not empty). OK, so I put a few drops of dishwashing liquid and water and fill it to the rim and seal it w/ the cap.

Today I noticed the icon was still on and the windshield washer reservoir is still full. So what do you guys think the problem is?

The float censor inside may be stuck on the bottom of the reservoir or broken. Probably a cheap part' I'd check that first.

Is there a tool that you would recommend to try this with?

Never done it. I'd recommend checking what the FSM has to say about it, it will probably show how to remove it. If you want to just fiddle with it I'd remove the tank or gets long screwdriver to move it if it is just stuck.
