Typical defrost vent problem, not a typical solution?

Typical defrost vent problem, not a typical solution?

Ok. I have had the known problem of these cars that the air blows hot through the defrost vents only since I've had it.

So, I have changed out all the vacuum lines in the engine compartment. No change.

I have heard that if it is out of refrigerant it will default to this state, so I converted it to R134a, changed the dryer and fully charged it. No change.

Then, I checked the vacuum to the line going into the firewall from the accumulator, it seemed pretty weak. Just for ***** and giggles, I connected this line to the T-bar on the manifold where the cruise control line went. That spot had a much stronger vacuum. Sill, not change.

This tells me, and I am certainly no expert, that the weak vacuum from the accumulator was not the issue, since applying a stronger vacuum to the line did not correct the defrost vent only issue. Which means it is something under the dash.

If this is the case, I have been told to check the lines connected to the solenoids and the actual vacuum actuator itself. Both are located in the center of the car, if laying down face up under the steering wheel, on the left.

Ok. so, this is where I need help. Has anyone been able to successfully change out the vac lines and/or the actuators from this position without tearing up too much of what is around it? Also, how do you get to the lines coming from the solenoids? They seem to be at least hard to get to where they connect to the solenoids, but then disappear behind the dash so there is no way to see where they go. Also, I can reach the screw for the highest actuator but can't even see where the other side goes in order to disengage/replace it.

Any advice on this would be great. I know it's a t-top and it's summer and all of that, but I have put so much effort into getting it working already, I can't just quit something when I'm this far in.

That being said, I wouldn't say I am the most skilled worker when it comes to taking apart car pieces and putting them back together. So if there is a way around taking apart a good bit of the car, I would love to know it.

Edit: Just re-ran a line from the firewall to the T connector at the bottom of the center column. Now, I have cold air, but only through the defrost vents. There was a lot of air blowing behind the glove box. Is that supposed to happen? I took a picture of where it was coming out if that will help anyone.
